Rebuilt DevIL with manually patched version

* Based on DevIL 1.8.0, built with libjpeg 9.1, libpng 1.6.69, libsquish 1.15, libtiff 5.2.5, openexr 2.2.0, zlib 1.2.11
* Manual patch fixes problem with paletted BMPs (see
