[Migration] new parameters

I introduced two new parameters in AttributesOSM: minStepLength and maxStepDuration. The migration assistant should set minStepLength = stepLengthIntercept and maxStepDuration = Double.MAX_VALUE. Do we need a new version? This should not require a lot of time and since our tests fail cause of this we should fix it fast i.e. high prio. Tests should also be adjusted.
