Integrate the suq controller into Vadere/Tools

I'm thinking about to integrate suqc into the main repository.

Instead of simply copying the code, I'd use git subtress. On regular Vadere/user side there is nothing extra to consider (no new git commands). I would keep going with the existing suqc repository but would regularly update the code in Vadere.

A stronger integration, such as in the Vadere GUI, becomes then easier possible (actually a nice Master thesis).
