CI: Change order of stages

Since migration to Java 11 we have not seen a failing seed test (xref #176 (closed)). We therefore change the order, such that deployment is the last stage.

A failing seed test therefore means that the current code is not deployed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
