New dependency data science library for Vadere

@hm-kleinmei @hm-mgoedel @BZoennchen @hm-schuhba1

In my opinion we need something that helps us dealing with data.

For example, I found this library, which looks promising:

https://github.com/jtablesaw/tablesaw

But maybe I look a little more what libs are out there. This could make the DataProcessors much easier (in a long term). Currently, it seems we have to do simplest maths by ourselves (computing the mean, stddev, etc.). Which is also very error prone.

I don't plan to rewrite a lot of code, but plan to use it from now on and where ever needed rewrite code to use provided functionality.

Another plus from the above library above could be that we can create scientific plots from within Vadere (e.g. fundamental diagrams), once the data is in a DataFrame form (now it is in a HashMap form, which is very similar, so maybe it is not even much to integrate this).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
