fix: import error for ScenarioWrapper from sumocr

This fixes the import error mentioned in this CommonRoad forum post which was caused by a rename in sumocr 2024.1. It is also necessary to update the sumocr requirement to 2024.1 so that other imports errors occur with older versions.
