Adds pre-commit as dependency for development in Timor
As proposed by you @ga59peh , added the requirement (but only for people installing Timor in dev or full mode, the "normal user" won't need it)
2024-05-08: Due to updates GitLab will be read-only for approximately half an hour and unavailable for about 15 minutes between 13:00 and 15:00.
