[Psychology] Parametrize perception and cognition models

Models in the psychology layer receive parameters. With the help of these parameters, for example, empirical distributions can be taken into account in the psychological model.

Adding parameters requires a change of the scenario files, which is why a migration is necessary. The new Vadere version is Vadere 2.2.

Due to the parameterization of the models, it is no longer necessary to assign reactionProbabilities to the stimuli. I have therefore decided to remove the response probabilities from the StimulusInfoStore.
